Everything You Need to Know About the New Trump Gold Card Visa Program

A new Executive Order has created the U.S. Gold Card visa program, offering an expedited path to residency for investors and entrepreneurs. Learn about the requirements, benefits, and how this new program compares to the EB-5 visa.

The Executive Order-

On September 19, 2025 President Trump signed an executive order authorizing a new expedited path to permanent residency for entrepreneurs, investors and business professionals from around the world.

The “Gold Card” program provides that a foreign national who makes an unrestricted gift to the Department of Commerce under 15 U.S.C. 1522 (or for whom a corporation or similar entity makes such a gift) will be eligible for an immigrant visa using an expedited process.  The required gift amount will be $1 million for an individual donating on his or her own behalf and $2 million for a corporation or similar entity donating on behalf of an individual.  The corporate entity would be eligible to transfer the visa to other employees without additional fees and the transferee shall otherwise be subject to the same procedures as an original visa applicant, including appropriate screening for public safety and national security.

What Is The Trump Gold Card?

Though the details are not yet disclosed, the framework seems to fit the “gold card” investor into the visa category EB-2 “exceptional ability” and national benefit under 8 U.S.C. 1153(b)(2)(A), and of eligibility for a discretionary national-interest waiver under 8 U.S.C. 1153(b)(2)(B) with the investment serving as the “substantial benefit” to the United States interest.

There is also mention of the “Gold Card” investor being eligible under 8 U.S.C. 1153(b)(1)(A), as an alien of extraordinary ability.  The “Platinum Card” is similar but requires a $5 million dollar investment and permits foreign nationals to live in the United States for up to 270 days per calendar year without United States tax liability.

Will Gold Card Holders Get Permanent Resident Status?

Once the immigrant visa is issued, gold card holders will become eligible for either adjustment of status in the United States or consular processing to enter the United States and hold lawful permanent resident status.   The executive order promises expedited processing, continued vetting and security requirements.
